Professional Profile

 

Dr. Chang is an inventor, research scientist and an educator with many years of academic and industrial experience. Started his career with a dual job as an assistant professor with Syracuse University and as an engineer with IBM, he has traversed both the academic and industrial path. Over his 30 years tenure with IBM, He worked as an engineer, research staff member, manager, director and senior manager principally at the IBM T. J. Watson Research Center engaging in industry research and development in computer hardware, software and system integration as well as people management and executive responsibilities. External to IBM, he has been invited by the Computing Center of the Executive Yuan, Taiwan, Republic of China as a consultant for office automation. Internal at IBM, he has been invited by the Office Products Division at Austin, Texas to explore an office transformation which led to the concept of principal workstation for offices. By invitation of the Computer Board of Singapore Government and National University of Singapore, he has participated in Singapore's IT2000 plan taking the challenge of creating an information technology research institute (Institute of System Science at NUS, ISSStory) from null to an internationally recognized research institute with 80 staff. One of the highlights in his leadership and creativity has been demonstrated by the completion of an Intelligent Public Information System (IPIS), an embryo of today's world wide web. Returning to IBM, he has chartered the application research and created the Application Solution Institute within TJ Watson Research Center to steer IBM into focus on customer requirements and application research where he led and completed the development of IBM's Image Document Management, Managed Care and Clinical Information Systems. In a career shift (Transition Story), he was invited by the Polytechnic University in Brooklyn and was granted an extended leave from IBM to create an academic and industry collaborative research institute (P.R.I.D.E.) devoted to his ideas of improving and transforming education. He led a team and developed the world's first complete online education system known as I-CARE (I-Care Story System Requirement), exploiting advanced Internet technologies including his creation of iphone, and fostered an entrepreneur incubation environment. While serving as the executive director of PRIDE, he also served as an Industry Professor at the Computer Science Department as well as the Dean of the Graduate Center of Polytechnic University - Westchester Campus. Presently, Prof. Chang is the CEO and President of TLC Information Services, a company he established to bring information technology to help schools and small businesses. In this self-employed mode, he has devoted considerable time to education, his passion. He is working with elementary school teachers and Chinese language schools in developing creative teaching pedagogy. He is serving as a policy board member of the Westchester Putnam Teacher Center which is an organization funded by New York State for enhancing education and teacher training.

June 21, 2006, Somers, NY - US Patent Office has issued the US Patent, 7,065,070, Entitled, Method and System for Establishing A Voice Communication Service for Business Transactions and Commerce Applications, to Dr. Ifay F. Chang, founder, President and CEO of TLC Information Services and IPO2U.COM, Inc. This patent, the first of several patent applications filed by Dr. Chang in the past few years, will strengthen the business solutions offered by IPO2U.COM and the e-commerce applications launched by TLC Information Services such as the Magic Marketing Solution, Magic Information Card (Mi-Card) and Magic Online Shopping Mart (OSmart) to deploy customer friendly services.
